Municipal Advisory and Stakeholder Facilitation
STREAM Sh.p.k. offers technical advisory and facilitated planning support for municipal teams and development programmes. The service helps turn evidence, stakeholder priorities and an agreed problem into a practical action plan with responsibilities and follow-up.
Which planning processes can be supported?
Municipal climate and water-resilience initiatives; flood-and-drought prevention; local action development; and facilitated discussions on urban services, waste or mobility. Dr.-Ing. Klodian Zaimi’s personal local-mentoring experience supports the facilitation offer. It is not presented as a STREAM contract or evidence that STREAM engineered every municipal sector.
How can stakeholders contribute?
Map the relevant municipal departments, utilities, institutions, businesses and communities. Use interviews, site walks, focused workshops or Action Labs to identify barriers, check assumptions and develop options. The process is adapted to participants, decision authority and available time.
What can the client receive?
- A stakeholder and engagement plan with a defined purpose.
- Meeting agendas, facilitation materials and documented findings.
- A problem and action register, option priorities and an implementation roadmap.
- Responsibilities, milestones and a proportionate monitoring framework.
Consultation records distinguish participant proposals, decisions and unresolved matters. Attendance or discussion alone is not reported as an achieved environmental or service-performance outcome.
What should the municipality provide?
The planning mandate, current strategies, relevant datasets, named decision-makers, stakeholder contacts, timetable and intended outputs. Ownership and approval of municipal plans remain with the responsible municipality. Specialist waste-facility, transport-system or other detailed engineering design requires its own qualified team and scope.
Related technical support
Combine facilitation with flood-and-drought assessment, climate-adaptation analysis or technical training where those inputs support the planning objective.
