Drought and Municipal Flood-Risk Assessment in Albania
STREAM Sh.p.k. supports municipalities, water operators and project teams with flood-and-drought risk assessment. The service connects hazard evidence, exposed people and assets, vulnerability and practical prevention priorities for Albania and the Western Balkans.
What can a drought assessment include?
Review of rainfall and temperature records, suitable drought indicators such as SPI or SPEI, river low flows, reservoir conditions, water-supply dependence and irrigation demand. The indicator, reference period, time scale and data limitations are defined for the decision. Meteorological drought is distinguished from hydrological drought and actual impacts.
How is municipal flood risk assessed?
Official hazard maps and event records can be combined with terrain interpretation, drainage evidence and GIS exposure information. The work identifies flood-prone locations, affected assets and prevention needs. Where only PDF maps are available, their scale and georeferencing limitations are recorded; GIS-ready source layers are requested rather than assumed to exist.
What can the client receive?
A source and gap register; hazard and exposure summaries; agreed risk maps or impact-concentration maps; documented scenarios; a risk matrix where appropriate; and prioritised prevention, preparedness and monitoring recommendations. Exposure or susceptibility mapping is labelled accordingly and is not presented as verified historical damage.
What inputs and consultation are needed?
Study boundaries, official maps, hydroclimatic records, historical events, asset and population data, water-system information and the assessment framework. Workshops can check local evidence and responsibilities. New hydrological modelling, asset surveys, detailed loss estimation and other hazard disciplines are separately scoped.
Who leads the technical work?
Dr.-Ing. Klodian Zaimi’s professional experience includes flood-and-drought assessment and municipal risk-reduction advice. The service focuses on those disciplines; it does not imply an in-house assessment of every natural or technological hazard. See flood and drainage studies for modelling support.
